ФАКТОРИ ВПЛИВУ НА ВАЛЮТНИЙ КУРС І НАСЛІДКИ ВАЛЮТНИХ КОЛИВАНЬ ДЛЯ АПК УКРАЇНИ


На динаміку валютного курсу впливає велика кількість факторів, зокрема: золотовалютні резерви центрального банку, індексиінфляції, офіційні облікові ставки, динаміка ВВП, безробіття, вибори, сальдо платіжного балансу, грошова маса, завдання і методи держави у сфері регулювання валютного курсу, депозитні ставки, величина роздрібних продажів і обсяги житлового будівни-цтва, форвардні курси, величина замовлень, продуктивність векономіці, ф’ючерсні курси, ефективний обмінний курс, індексиакцій, динаміка цін державних облігацій.

Особливої уваги заслуговує такий фактор, як економічний розвиток країни і темпи зростання її ВВП. На думку економіста Ф.Рогача [3], на сьогоднішній день бачення взаємозв’язку між валютним курсом і станом і розвитком економіки зводиться до двох основних тез, що відбивають прямий і зворотній зв’язок між ними івластивостями валютного курсу. Чим міцніша економіка — тимстабільніший курс. Коливання курсу національної валюти у своюж чергу, перш за все, відбивається на нестабільності економіки.

Співвідношення валют за їх купівельною спроможністю (паритет купівельної спроможності) є своєрідною віссю валютногокурсу, тому на валютний курс впливають темпи інфляції. Чимвищі темпи інфляції в країні, тим нижчий курс її валюти, якщо непротидіють інші фактори. Таку тенденцію звичайно можна простежити в середньо- та довгостроковому плані. Вирівнюваннявалютного курсу, приведення його у відповідність з паритетомкупівельної спроможності відбуваються в середньому протягомдвох років [2].

Особливістю гнучкого режиму курсоутворення є волатильність обмінного курсу. Волатильність характеризує тенденціюринкової ціни або доходу змінюватися з часом. Вона є одним знайважливіших фінансових показників в управлінні ризиками, дестановить собою міру ризику використання фінансового інструмента за заданий проміжок часу.

За даними МВФ, коливання валютного курсу в Україні призводить до зміни індексу споживчих цін на 25–30 %, що значно менше,порівняно з іншими країнами (45–50 %). Також 10-тивідсоткова ревальвація національної валюти сприяє 3-хвідсотковому зниженнюрівня інфляції. Такий ефект притаманний розвиненим країнам. Девальвація національної валюти є поштовхом для скуповування іноземної валюти, щоб зберегти власні заощадження. Це спричиняєпідвищенню рівня доларизації та знецінює ослаблену національнувалюту. Впродовж 2013 року в Україні рівень доларизації зменшився з 32,68 % (у 2012 р.) до 27,5 % [1].

У середньостроковій перспективі зміцнення національної валюти призводить до підвищення конкурентоспроможності експортерів, зокрема агропромислової продукції на зовнішньому ринку, зростання прибутку від експорту в гривневому еквіваленті,що у свою чергу сприяє зниженню дефіциту платіжного балансу.У короткостроковому періоді девальвація національної валютистворює умови для розвитку внутрішнього виробництва товарів.Ревальвація сприяє зниженню цінових переваг експортерів на світових ринках. Імпорт у гривневому еквіваленті здешевлюється.

Прив`язаність валютного курсу безпосередньо до аграрногосектора дуже відчутна. Тому важливу роль тут відіграє державнерегулювання. Якщо розглянути випадок, за якого держава нездійснює ніяких виплат суб’єктам господарювання, проте впроваджує високі тарифи на все імпортне продовольство, яке ввозиться в країну, то буде спостерігатися завищений курс валюти, ітаке регулювання спричинить підвищення ціни на продукціюсільського господарства на внутрішньому ринку. За таких умовце збільшить вартість прожиткового мінімуму і потягне за собоюнизку інших негативних наслідків.

На сьогоднішній день Україна розробляє і проводить такі методи регулювання, які сприяють розвитку і процвітанню власного фермерського господарства. Основним напрямом впливу і забезпечення конкурентної спроможності сільськогосподарськоїпродукції є валютна політика країни експортера. Прослідковується закономірність, при якій зниження валютного курсу долараСША на 1 % веде до збільшення експорту пшениці на 2,5 %,кормового зерна — на 1,4 %. Також коливання валютного курсувідчутно відбивається і на вартості насіннєвого матеріалу, засобах захисту рослин, ветеринарних препаратах, вартості пальногота багатьох інших невід`ємних факторів аграрного виробництва,які здебільшого імпортуються в країну.

Узагальнюючи, варто зазначити, що зміни у світовій валютнійсистемі неодмінно матимуть вплив на АПК усіх держав. За такихумов, варто враховувати при веденні зовнішньоекономічної політики цей фактор. Для зменшення ризиків треба зміцнювати національну валюту шляхом збільшення золотовалютних резервів ізниження рівня інфляції. В умовах кризи для зміцнення валютиефективною є загальна стабілізація економіки. Щоб забезпечитиефективну економічну стабілізацію критично важливими є триголовні характеристики економічної стратегії: її структура, послідовність та інституційне забезпечення. Стабілізаційні заходине повинні зупиняти чи перешкоджати зростанню агропромислового сектора і мають сприяти зміцненню фінансового потенціалуАПК. Важливим для розвитку аграрної сфери є створення сприятливого інвестиційного клімату, у якому валютне коливання єодним з визначальних факторів. Також з метою уникнення залежності від коливань однієї валюти, варто проводити розрахункирізними валютами.Список використаних джерел

Without solving this problem we cannot talk about European standards,therefore, and about the entry of our country into the EU.Among the main elements of the economic mechanism that isaffecting the level of financial support on agriculture, the leading roleplayed by the price mechanism. Because of the level of prices ofagricultural products depends on the possibility of increasing thewages of workers of the agricultural sector, the effective use of bankloans, the timely payment of taxes and fees, crop insurance, etc. Basisfor the formation of prices in market conditions is the ratio of supplyand demand of products. However, the experience of developedcountries, and domestic practice show that the market economycannot provide such self-regulation of prices in the agriculturalmarket, which would have created the conditions for sustainabledevelopment of agriculture. In order to correct market imperfectionsobjectively it is necessary for the state to intervention in the marketpricing mechanism, and it is clear that the impact of such interferencedepends primarily on the level of validity of the prices of purchaseand sale of agricultural products. Consequently, it can be argued thatthe balanced price policy of the state at the agricultural market is thefinancial basis for sustainable development of the agricultural sector.Regarding on improving of an agricultural management, the effortof authorities and scientists should be focused on: buildingmanagement systems rural areas, close to the EU standards;developing a network of professional and interprofessionalassociations with appropriate authority to protect and balance theinterests of their founders and the release of the executive authoritiesof the non-core functions; identificating of the authorized stateauthority on the development of rural areas; directing executiveauthorities to improve the strategic analysis, forecasting, monitoringand implementation of the control functions. [2]Agriculture is too resource-intensive sphere of national economyof Ukraine, where together with the land there is nearly half of thecapital of the state concentrated. However, it is well known, theeffectiveness of agricultural complex is impacted only on one-thirddue to investments in machinery and equipment, and everything elseis provided by the human factor. Lack of regional developmentprograms in rural areas has led to a significant deterioration of thedemographic situation in rural areas, and because of the economictroubles the number of employees in agriculture over the past 4 yearshas been decreased twice. [2]The problem of reconstruction and development of rural areas, inaccordance with EU requirements in the scientific and applied aspectsis extremely complicated, and its solution requires both a long timeand considerable costs. One of the most important directions ofsolving this problem is to ensure the formation of a targeteddevelopment of rural communities through the organization ofnational data bank of developing strategic (10-15 years) programs,which may be public comprehensive program of socio- economicdevelopment of rural areas, the state target program of social ruraldevelopment (housing, education, health, culture, etc.), regionalintegrated programs of development of rural areas, programs of anappropriate development of rural areas of administrative-territorialunits, etc.Based on this we can conclude that due to the reform of theagricultural sector the increases production efficiency in theagricultural sector, increased its credit, investment and innovativeappeal that will eventually become imperative to ensure the successfuldevelopment of rural communities and areas of competitiveproduction not only to protect the domestic market, but also to leave iton the external market, and to investigate the European standards ofmanagement.Used literature:

However, in February 2014 the dollarhas again gone up. Thus, according to the National Bank of Ukraine,as of February 7, 2014 the dollar raised from 7.99 to 8.71 UAH / USDand on April 10 of this year — up to 12.62 UAH /USD. Thus, onlythe last 2 months the dollar rose by approximately 58 %.Thisphenomenon is in itself a lot of stress, not only for the agriculturalsector of the market, but also for all sectors of the economy, as in thepast 5 years, the hryvnia exchange rate was relatively [1].We also note that at the same time began devaluation processes inother countries, particularly in Russia and Kazakhstan, which largelycontributed to an external factor.But, unlike other countries, the situation in Ukraine, except forexternal factors, greatly influence the internal and, in particular, theunstable political situation in the country. Moreover, the situation isaggravated by the fact that last season prices sharply fell on grains andoilseeds. Also, some farmers reported that this year is much moredifficult than usual to get a loan, and it is against the background ofthe total absence of state aid in the past few years. Therefore, thequestion of financing for farmers this year is worth more than ever[2]. This situation has affected the spring sowing campaign. The firstthing many farms had to face during the early sowing of spring cropsin the current season, was a sharp rise in diesel fuel prices and supplybreaks. Fuel shortage was observed mainly in the southern and easternregions, as well as in some parts of the central regions, where farmershave repeatedly reported that it is impossible to purchase bulkquantities of fuel.However, by the end of March, the situation has stabilized a bit,fuel today is on the market in sufficient quantity, however, accordingto farmers, prices for major petroleum products increased by 40-50 %compared with last year, while they continue to grow. The reason forthis price increase, most farmers consider depreciation of the hryvnia,since most gasoline and diesel fuel imported. However, it is believedto farmers, the price of the main types of fuel even with the rise in thedollar too overstated and did not exclude the possibility that someoneis favorable to speculate on the situation. losses than it might seem as heavy agricultural import costs in therange of 2-3 mln or more.[3]Unlike fuel shortages of seeds, fertilizers and plant protectionproducts Ukraine has not, but there was also a rise in the data materialand technical means. At the same time, according to farmers, higherprices occurred not in the currency and in local currency, i.e.proportional increase in the dollar (when converted into hryvnia).According to a survey of farmers, prices for imported seed productionincreased by 10-30 %, fertilizer — 10-20 % of plant protectionproducts have risen in price by 20-50 %.[4]Note that the popular preparations of Ukrainian producers(ammonium nitrate, urea, NPK) also risen in price following the risein the dollar, but not so significantly as import.Thus, according to preliminary estimates of farmers, the cost ofproduction in 2014 will grow by an average of 35-45 %.All of the above indicates that the current conditions will makeUkrainian farmers approached with a very high degree of flexibility inthe planning process for growing costs of their products, find andapply new methods to improve the profitability of production, to workwith a greater range of dealers and suppliers.
